It seems like summer and Christmas time are the two times I have lots of pictures to develop. There are several sites that offer free prints to new customers. I’ve taken advantage of many of these, and they’ve been well worth it. You have to pay shipping, but it still usually is cheaper than going to the local store.
Snapfish-New customers receive 50 free 4×6 prints when you upload pictures. They’ve also just announced a price match promise. They’ll compare their mail order prices to the competitions and give you the best price. I receive emails from them frequently about current deals. Around holidays they usually have prints for a penny.

Kodak Gallery- All new customers receive 75 free prints for joining. They have free shipping all summer on orders of $4.99 and above.
I’ve also used Walgreen to print photos, but I don’t see whether they give new customers free prints. I will always update you on any new deals for any of these places! Do any of you use a different file sharing site to print pictures?
